The villains quickly reveal themselves through their expressions and actions - the next dramatic step would have been horns on their foreheads - and everyone gets the punishment or reward they deserve. Which, despite other good qualities such as excellent acting and sardonic humor, robs "The Green Mile" of the backbone it would have needed to survive beyond the movie theater.
